Can you use really old unused stamps to mail things as long as it reaches the proper postal cost. For instance I came across a .22 cent stamp and a .32 cent stamp, can they be used as long as I use other stamps to make the current value?

You certainly can. The post office that I used to live by had an automated stamp dispenser which issued three one cent stamps in addition to the 42 cent stamp (this was a few years ago). I had a bunch of extra one cent stamps laying around so I gathered them up and put them all on one envelope and sent it.
As long at the total amount of the stamps are at or exceeding the total needed to send a letter and those stamps were valid at the time of purchase then the post office must accept the postage.

Yes you can use them but if you put them together it would be as waste as you only need 45 cents. Unlike forever stamps you will still need to put additional postage stamps on to meet the current postage of 45 cents if you used them separately.
