Without the person being in the person being in the military how would they carry this out but maybe you could enlist some generals to help you in your cuz because I know the military is an important factor in these things.
What would the person do?
who would he need to know?
How would he play the power game?
Will it help if they were rich?

You don't necessarily have to be an elected political leader, you just have to control them, through money or extortion. Using your political influence get appointed to a government position, preferably in charge of security or secret police. Create a cadre of people loyal to you in both the civil government and the military.

When the time is right, create an incident that only you can resolve to save the country. Relunctantly take charge and suspend elections just for a little while.

You get elected President which makes you Commander in Chief of the military and they should do what you tell them. One of the reasons that the 2nd Amendment was included in the Constitution is to prevent the military from being able to follow the orders.
