It's short for attention. It's the person that they're supposed to give the letter to. If I work at an office and you send me a letter at work, then you would put the name of my company, attention: my name.

Dumb. Montana can easily find people capable of translating Spanish into English. Regardless of any constitutional issues, it is just a dumb policy. 100 translators for every prisoner??? Lol, what is the basis for THAT assertion, PoBoy!?!?! Bethy, do you think it MIGHT be possible to send an occasional piece of mail to a translator with security clearance outside the Montana prison system? Get real!
